Дмитрий Дремлюга остался без плавбазы?

Как сообщают зарубежные СМИ, в перуанских водах задержана крупнейшая в мире плавбаза Damanzaihao.

По информации перуанских властей, судно было задержано 30 мая «в связи с предполагаемым незаконным промыслом водных биоресурсов». Damanzaihao, ранее известный как Lafayette, уже сталкивался с подобными обвинениями. Когда-то его называли «чудовищной фабрикой по уничтожению остатков ставриды» в южной части Тихого океана.

Владельцем Damanzaihao является дочерняя компания группы China Fishery (холдинг Pacific Andes). Это судно длиной 228 метров считается самой крупной плавбазой в мире. По разным оценкам оно может переработать 547 000 тонн рыбы в год, если будет работать ежедневно.

Продажа судов China Fishery получила одобрение Нью-Йоркского суда по банкротствам  в апреле. Damanzaihao был предложен фирме DVS-R (Сингапур) в одном пакете за 18 млн долларов, который включал еще два судна. По данным СМИ, DVS-R контролируется российским магнатом Дмитрием Дремлюгой (если верить тем же данным, этой фирме некогда принадлежал контрольный пакет ПАО ХК «Дальморепродукт»).

Как отразится задержание Damanzaihao на сделке по его покупке, покажет время.

  2. Detained vessel Damanzaihao regains flag, nearly cleared to leave Peru

    The world’s largest factory vessel Damanzaihao, which has been detained by Peruvian officials on four-year-old illegal fishing allegations, is moving closer to being able to leave the country and resume operations.
    The detention has persisted since May 30 in spite of assertions from the vessel’s new owners, the firm DVS-R, that the allegations have nothing to do with it but relate to the Damanzaihao’s old owner, Sustainable Fishing Resources (SFR), a unit of Peru’s China Fishery Group.
    After efforts by the advocacy group Sea Shepard, the International Merchant Marine Registry of Belize, stripped the Damanzaihao of its flag due to an alleged failure to report the illegal fishing allegations, which date back to 2014. However, after DVS-R sent the registry a 35-page packet of documentation demonstrating that it, not SFR, has owned the Damanzaihao since April 16, 2018, the registry restored the vessel’s flag.
    Documents from the New York bankruptcy court that oversaw the vessel sale declare that DVS-R and SFR are completely separate, unaffiliated companies.
    A June 26 document written by the registry and seen by Undercurrent News confirms that the Damanzaihao’s flag has been restored.
    Singapore-based DVS-R purchased the Damanzaihao and two other vessels in a $18 million package deal that valued the factory vessel at $10.8m. DVS-R is owned by Russia’s Dmitrii Dremliuga, a shareholder in Dalmoreproduct, a major fishing firm in the country’s Far East.
    Speaking to Undercurrent News, Eugene Mangushev, Dalmoreproduct’s head of exports said that the vessel has received the necessary paperwork from Peruvian prosecutors to release the vessel from detention.
    Any criminal case relating to the Damanzaihao’s alleged participation in illegal fishing in 2014 — the South Pacific Regional Fisheries Management Organization (SPRFMO) had put Damanzaihao on a draft list of illegal, unreported and unregulated (IUU) vessels— now involves only the previous owner, SFR, Mangushev said.
    “It now has officially nothing to do with our boat and nothing to do with us. It can not hold our vessel no more, we are free to go,” he said.
    Though the vessel remains in Peruvian waters near the port of Chimbote, it will sail to Dalian, China, for repairs after being cleared to leave following an inspection, Mangushev said.
    The vessel will be used to process herring and mackerel caught in Russian waters, which will be sold to African importers for sale there.
    He said he hopes the vessel will be able to be back in operation October or November.
    Vessel history
    For many years Damanzaihao, which was once known as Lafayette, was owned by SFR, a unit of China Fishery, which uses other vessels to catch anchovy in Peru to produce fishmeal and fish oil. China Fishery is part of the Hong Kong-based fishing conglomerate Pacific Andes International Holdings (PAIH) but is being sold off by New York court-appointed trustee William Brandt in order to repay creditors in PAIH’s $1.5 billion bankruptcy.

    The ship’s detention on the afternoon of May 30 was confirmed in a tweet by Peru’s Ministerio Publico Fiscalia de la Nacion, the country’s federal prosecutor.
    The prosecutor’s environmental division took the action «for the presumed crime of illegal fishing of aquatic species».
    Though it has not been in use in years, the Damanzaihao was once China Fishery’s flagship vessel, processing vast quantities of jack mackerel off the coasts of South America.
    In 2014, SPRFMO put Damanzaihao on a draft list of IUU vessels fishing in the region. The reason for the inclusion was that it had been fishing in the region in the summer without authorization, as revealed by Undercurrent at the time.
    Later that year Damanzaihao was removed from the list, with PAIH alluding to a misunderstanding. However, in early 2015, it was again put on the list and its inclusion was finalized.
    Damanzaihao
    Damanzaihao was built in 1980 by Japanese ship builder Nippon Kokan K.K., for a Norwegian tanker company. It was designed not as a fishing vessel but a 67,000-metric-ton dead weight/TDW oil tanker.
    In 2008, in a Chinese shipyard, Pacific Andes had fish processing and freezing machinery installed into the hold. According to the New York Times, the reconfiguration cost $100m.
    Damanzaihao’s 232 vertical freezers can together freeze 1,500t of fish in 24 hours. Seven production lines — equivalent to a “fair-sized” onshore fish processing facility, Ture Korsager of broker Atlantic Shipping previously told Undercurrent – automatically package the fish. Its cargo hold can store 15,000t, while it can accommodate a crew of 320. Seven cranes load and unload fish to and from catcher and reefer vessels for transshipment.
    The New York Times report said Damanzaihao alone has the technical capacity to process 547,000t of fish a year, if it operated every day.
